Officials identified the man who set a fire outside a federal building in Manhattan as a former U.S. Army soldier and an "anti-government extremist."

The FBI is investigating after officials say a man used an apparent bundle of fireworks, an airsoft rifle and an incendiary liquid to target a federal building in Manhattan that houses an ICE office.
